The County of San Diego Assessor's Office can provide information about any parcel of land located within the County of San Diego. The office can also be reached at 619-236-3771. Properties owned by the City of San Diego can be viewed at the Map of City-owned Land.

Can you refer me to a real estate broker, property manager, appraiser, escrow company or title company ?
We do not have that type of information. You may want to consult an organization like the Better Business Bureau or the Greater San Diego Association of REALTORS®.

How do I find out how to acquire land for affordable housing development?
Effective January 1, 2020, Local agencies (including Cities, Counties, and Special Districts) must sent surplus land notifications to the California Department of Housing & Community Development (“HCD”) for listing on HCD's website.

Developers interested in purchasing or leasing surplus land for affordable housing development should notify HCD of their interest by completing HCD's Developer Interest - Local Agency Surplus Land survey.

Beginning January 1, 2020, HCD will post the list of interested developers on the HCD website and will update the list as more developers express interest.

Taxing jurisdiction  

The governing body of each taxing jurisdiction certifies their annual budget and adopts a tax rate that will generate the necessary revenue to pay for the services they provide to the public (e.g.: public schools, community health services, fire and police protection, streets, roads, flood control projects, etc.).  In Texas, property taxes are the major source of funding for taxing jurisdictions.  It is important to note that not utilizing their services will not exempt a property from taxation.

Prior to adopting their tax rate, the Texas Constitution requires the taxing jurisdictions to follow legislative guidelines and hold public hearings to discuss any increases in their proposed tax rate.  These legislative guidelines allow citizens (in certain cases) to rollback or limit any increases in the tax rate.  As a taxpayer, you are strongly encouraged to attend one or more of these hearings.

The final phase of the taxation process begins on October 1 of each year.  The Tax Assessor-Collector is responsible for assessing property taxes in accordance with the value and exemptions certified by the appraisal district, and rates adopted by each of the taxing jurisdictions.

Unless exempt by law, all real and business personal property are taxable.  In addition to Bexar County and the Flood Control Fund, the Office of Albert Uresti, Bexar County Tax Assessor-Collector, has a contractual agreement to collect and disburse property taxes for 56 separate taxing jurisdictions.  All properties are taxed by Bexar County, Flood Control, Alamo Community College, University Health System, San Antonio River Authority, and one of the independent school districts.

There may also be an additional tax for cities or towns and special districts.  Pursuant with the Texas Property Tax Code, property taxes are due (with the exception of split or quarter pay accounts) on January 31st of the year following the year the taxes were imposed.  The Tax Code requires that all past due accounts be assessed penalty and interest. If the tax notice is not requested by a mortgage company or agent, the statement will be mailed in October to the owner and address of record.

It is important to note that in accordance to Section 31.01(g) of the Texas Property Tax Code, the failure to send or receive a tax notice does not affect the validity of the tax, penalty, or interest; the due date; the existence of the tax lien; or any procedure instituted to collect the tax.  It is also important to mention that accounts less than or equal to $15 are withheld until the aggregate (total) amount is greater than $15.  If you ever fail to receive a tax notice or would like to request a duplicate, please feel free to contact our Information Center at 210-335-2251.  You may also check your account balance by visiting our website.

APPRAISAL DISTRICTS

The Bexar Appraisal District sets your property values.  In Texas, appraisal districts are responsible for identifying and appraising properties for ad valorem purposes.  In Latin, ad valorem translates into "according to value."  Pursuant with the Texas Property Tax Code, properties are taxed according to their fair market value.  For example, the tax on a property appraised at $10,000 will be ten times greater than a property valued at $1,000.

In the event a property owner disagrees with their assessed value, a protest may be filed with their appraisal district.  For additional information regarding the appeal process, please contact the Bexar Appraisal District at 210-224-8511 to speak to one of their appraisers.

As a property owner, your most important right is your right to protest your assessed value.  The deadline each year is May 15th or 30 days after the notice is mailed, whichever is later.  Additional functions of the appraisal district are to determine the current ownership, administer applicable exemptions, and calculate tax ceilings.  As a property owner, you are responsible for ensuring that your property is listed accurately with your correct name, current mailing address, property description, and exemptions.

The State of California maintains vast amounts of public records about real properties. Each of the 58 counties uses its own system for researching real property records.

For instance, a California “property deed” transfers real property ownership from the old owner (grantor) to the new owner (grantee). It’s a written legal document signed and dated by the grantor.

You’ll find most California property deeds at the County Clerk’s office, also called the Registrar/Recorder office. Some of them provide online searches. Others require visiting their offices.

For example, the San Diego County Clerk’s Office provides online searches. But, the Los Angeles County Registrar/Recorder doesn’t.

Local property tax information appears in the California city or county treasurer’s office. You’ll find records about annual tax payments and unpaid tax liens. Yet, the smaller counties combine their Treasurer’s office with other offices.

For example, the Solano County office includes the Treasurer, County Clerk, and the Tax Collector.

California County Tax Assessors maintain property cards which include the property owner’s name, his/her legal address, and annual property taxes.

But, some tax assessor’s records become difficult to research.

Or, the Orange County Assessor’s Office requires a visit to access their rolls after making a written request.
